Default Is there a difference in where a Guild is registered?

In this past BWE, the Old Aschalon area had a guild registrar where you could pay 10g an register a guild. Once you made to the seared Aschalon, the guild registrar there require a Signet plus gold? Why the different requirements? Even though I registered a guild early, do I still need that Signet to participate in the GvG arena?

It doesn't matter where you make your guild, but the difference in the way you make your guild was probably just due to the fact that guilds and guild making are still works in progress. I wouldn't worry too much about it at this point.
